Biography
Mallam Umar Ali is a distinguished university administrator and human resource strategist, currently serving as the Senior Deputy Registrar and Head of the Human Resource Departmentat the Federal University of Agriculture, Zuru (FUAZ). Since the establishment of the department in 2021, it has functioned as the backbone of institutional governance, ensuring staff welfare, professional development, and effective administrative oversight.
Under his visionary leadership, the department recorded landmark achievements in 2025 through the successful execution of a comprehensive University Staff Audit. This exercise verified and streamlined the University Nominal Roll, thereby strengthening personnel management and reinforcing institutional accountability.

He holds a Master of Science degree in Labour and Industrial Relations and continues to champion excellence in strategic HR management, industrial relations, and institutional governance.

Key Responsibilities
- Staff Recruitment & Appointments: Managing open competitive recruitment for academic, senior administrative, technical, and junior staff positions in conformity with established Federal Government guidelines.
- Establishment & Confirmation: Processing probationary appointments, staff confirmations, and maintaining the university's approved establishment records.
- Promotions & Advancement: Coordinating Annual Performance Evaluation Reports (APER) and facilitating staff promotion exercises across all cadres.
- Nominal Roll Management: Overseeing the integrity, accuracy, and ongoing digitalisation of the University Nominal Roll and staff records database.
- Staff Welfare & Discipline: Overseeing welfare matters, processing disciplinary cases in line with the Public Service Rules, and managing exit protocols including retirement and disengagement.
- Leave Administration: Processing and monitoring all categories of staff leave — annual, study, maternity, casual, and sabbatical.
- Training & Development: Identifying training needs and facilitating capacity-building programmes, workshops, and professional development opportunities for all staff cadres.
Registry Sub-Units
- Senior Staff Unit: Handles matters relating to CONTISS 07 and above (CONUASS 01 and above for academic staff), including deployment, transfer, and inter-cadre progression.
- Junior Staff Unit: Manages the establishment, recruitment, and welfare of junior non-academic staff (CONTISS 01–06) across all university departments.
- Staff Development Unit: Processes study fellowships, conference attendance, and formal further-education leaves for eligible staff.
